The default PC video player, Windows Media Player, is not very convenient for moving back and forth through a video on file or disk, as you must manually drag a slider and attempt to hit the correct time point. The VLC player has features that make this easy. Make sure VLC is on your computer and right click, choosing the option of opening with VLC. You can now use Ctrl-T and enter time within the second. Do not put VLC in full screen mode for this, or it will cover the Go To Time menu.
